    Leading the Pledge of Allegiance at Pelican Rapids City Council meetings has become a tradition over the past two years, instituted by Mayor Brent Frazier.  Representing Pelican Rapids Boy Scout Troop 313 at the Dec. 13 council session was Scout Gage Stromberg.
