Pelican Pete Relocation Project

General Notice

The City of Pelican Rapids (Owner) will receive sealed bids for the construction of the Pelican Pete Relocation Project until 11:00 a.m. local time on the 22nd day of August 2022, at Pelican Rapids City Hall, 315 North Broadway PO Box 350 Pelican Rapids, MN 56572, after which time they will be publicly opened and read. Sealed bids shall be delivered to Don Solga, City Administrator. Contract award will be based on the lowest and/or best qualified responsible Bidder, ability to complete the work within the specified time frame, or at the discretion of the Owner. The Owner reserves the right to reject any or all Proposals or to waive any informality or technicality in any Proposal in the interest of the Owner. The Owner reserves the right to hold all bids for a period of thirty (30) days after the date of opening thereof.

Before submitting a proposal, bidders shall carefully examine the drawings, read the specifications and the other contract documents, shall visit the site of work, and shall fully inform themselves as to all existing conditions and limitations.

Minnesota Prevailing Wages apply.

The Contractor is required to fill out and sign the Certification of Compliance of Responsible Contractors located in the Bid Package upon submitting a proposal. If the Certification of Compliance of Responsible Contractors is not signed and the total bid exceeds $50,000, the proposal will not be considered for award.

The project which will consist of removing the existing Pelican Pete Statue from its current concrete foundation, making any necessary repairs to the exposed steel frame, constructing a new base that will allow Pete to be stored in a standing position, and relocating Pete to the identified temporary storage location.

The scope of work consists of the following major items and approximate quantities: 

1 LS Relocate Monument

The removal of the Pelican Pete Statue from its existing foundation must be complete by October 14, 2022. All other contract work and site cleanup for final completion must be completed by October 28, 2022.

Funding for this project was provided from the Outdoor Heritage Fund, as appropriated by the Minnesota State Legislature.

Obtaining the Bidding Documents

A link to the website designated for obtaining Bidding Documents and additional project information can be found at: under Quest Project #8268874 for a non-refundable fee of $15.00.

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. – 4:30 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a non-refundable payment of $50.00 for each set.

Bids must be accompanied by a Certified Check or a Bidder’s Bond made payable to the City of Pelican Rapids, in the amount of 10% of the full amount of the bid as a guarantee that the Bidder, if successful, will enter into Contract and furnish appropriate Contractor’s Bonds in the full amount of the Bid.
