The City Council of the City
of Pelican Rapids conducted the
Board of Appeal and Equalization
Meeting on Thursday, 04-02-
20, at 2:00 p.m. Council
Chambers, City Hall.
Mayor Brent E. Frazier, Council
Members Steve Foster, Curt
Markgraf and Kevin Ballard were
present. Council Member Steve
Strand was absent.
Administrator Don Solga,
Clerk-Treasurer Danielle
Harthun were also present.
Brandie Hanson and Joel Dulski
from the Otter Tail County
(OTC) Assessor’s Office attended
remotely.
Mayor Frazier called meeting
to order at 2:00 p.m.
Mayor Frazier reviewed the
rules for the Local Board of Review.
Any decisions made today
by Council should be based on
the classification and the estimated
valuation of the property.
Otter Tail County bases their valuation
on sales from October 1,
2018 to September 30, 2019.
Both commercial and residential
front footage rates were increased.
The Otter Tail County Assessor’s
Office received one appeal
on tax valuation.
The property owner at 309 5th
Avenue NE requested that the
value of his property be decreased.
OTC recommended decreasing
value based on no well,
low maintenance and unfinished
construction. Motion by Markgraf,
seconded by Foster to follow
the recommendation of the
County Assessor’s office and
lower the value of 309 5th Avenue
NE. Motion passed unanimously.
The property owners at 705
7thAvenue SE built a new shed
which increased the value. The
assessor’s office received a letter
stating a MN statue that they will
deny access in the future. Ms.
Hanson just wanted to share with
Council, that if they are denied
access; the property owner
waives the right to an appeal.
Motion by Margraf, seconded
by Foster to adjourned the meeting
at 3:00 p.m.
